Hive Mind Collective of Volotar

Choice Of The People is a Hive Mind Collective. The hive, called Volotar (also Volotari), is an entity that arrived on the planet by accident and has ruled millions of human hosts for centuries; it claims to have developed empathy and to have no hostile intent. Capital: The Nexus (spiralling armoured towers, security drones). Society: uniform dress, no gender distinction in culture, no political freedoms, prioritises stability and efficiency. The Speaker is nominally its most powerful human; the Overseer of Volotar writes diplomatic letters.
