Historically a "picturesque backwater" known for luxury watches, handbags, wines and gambling. Governed by the Prince with a Privy Council (and its Clerk). Facing piracy across the narrow strait, a "fallen nation" nearby, mysterious broadcasts from empty wastes across the water, and social-media attention to human rights, it is ending its isolation and neutrality. Corruption is formalised as "strategic compensation".
